Best free VPN in the UAE in 2026: what works, and what it really costs
Free VPN apps are everywhere in the UAE app stores, and most say they work in Dubai. Running a VPN costs money, so the real question is who pays for yours, and with what.
We list the free plans and trials the seven VPNs we review really offer, which of them work on UAE networks, and what researchers found when they examined hundreds of free apps.
- Free forever, no data cap
- Stealth protocol included free
- No-logs audited by Securitum every year
- Upgrade later in the same app

The UAE cybercrime law punishes disguising your IP address with the intent to commit or hide a crime (Article 10), not using a VPN for privacy or work. Internet calls through unlicensed apps are a separate matter: the TDRA says using them is very likely illegal. Details: Is a VPN illegal in the UAE?
The free plans and trials that really exist
Of the seven VPNs we review, two have a permanent free plan and two offer a trial. The rest rely on a money-back guarantee. Read on the official pages on 2 November 2026.

Which free VPN works on UAE networks?
UAE networks can slow or block VPN connections, so a free plan has to disguise its traffic.
Its Stealth protocol is included free and disguises VPN traffic. Proton lists 76 servers in two UAE cities on its paid plans.
Works, auditedIts Hydra protocol can disguise traffic too, but the plan carries ads and tight limits, and there is no audited no-logs policy.
Limits and adsThe full paid service, cancelled inside 30 or 45 days.
Pay nothingWhat researchers found in free VPN apps
In 2016 researchers from CSIRO and the University of California, Berkeley examined 283 free VPN apps on Google Play. Their figures:
More than 38% of the apps showed malware in VirusTotal scans, though 37% had more than 500,000 downloads.
75% used third-party tracking libraries and 82% asked for sensitive permissions on your phone.
18% sent your traffic through a tunnel without encryption, despite promising privacy.
84% did not send IPv6 traffic through the tunnel and 66% did not send DNS queries, so your provider could still see the sites you visit.
The study is not new, but it is the widest published look at these apps, and the model has not gone away: Pango, the company behind Hotspot Shield, says in its privacy policy that its free apps carry advertising tools. Figures: the full CSIRO study, IMC 2016.
How to spot a free VPN to avoid
No named, dated audit of its no-logs claim.
You cannot find the company behind it, or where it is based.
It asks for your contacts, location or files.
Ads mean someone is paying with your attention, and often your data.

Proton VPN's free plan can carry them technically, but calls need speed and the free plan is medium speed. Read what the TDRA says about unlicensed calling apps first.
