VPN in Oman: what the TRA's 2026 warning means, and which VPN to use
In July 2026 Oman's Telecommunications Regulatory Authority warned people about VPN apps. If you use one in Muscat or anywhere in the Sultanate, you will want to know what it actually said.
Here is the warning in the TRA's own words, what the regulator has said about VPN use since 2025, and how to choose a VPN that answers its concerns.
- Independently audited no-logs policy
- Automatic obfuscation
- Servers in the UAE, Saudi Arabia and Qatar
- 30-day money-back guarantee

On 6 July 2026 the TRA warned against using VPN apps in Oman, saying "VPNs are not safe, as they tend to track or share data" (Oman Observer). It named no penalty and no ban, and noted that VPNs "are commonly used in the Sultanate of Oman".
Is a VPN allowed in Oman?
Oman does not ban VPNs outright, it regulates them. Use one for legitimate purposes, such as privacy and work, and follow national rules.
What the TRA has said
VPN use is "not entirely prohibited" but controlled, especially to get around censorship or reach unlicensed services. (Khaleej Mag)
VPN apps can track or share data, ask for permissions they do not need, log activity, carry malware and redirect to suspicious sites. (Oman Observer)
A 2010 draft rule spoke of permits and fines. We found nothing showing it was enacted in that form.
Choosing a VPN that answers the TRA's concerns
Choose a provider whose no-logs policy has been checked by a named auditor: KPMG for ExpressVPN, PwC then Deloitte for NordVPN, Securitum for Proton VPN.
Install from the App Store, Google Play or the provider's own site, and check the permissions before you allow them.
Avoid unknown free VPN apps. A 2016 study of 283 free Android VPN apps found malware in more than 38% of them.
Check who owns the app before you trust it with your traffic. Our ownership page maps the groups behind the brands we review.
Which VPNs have servers in Oman?
Read on each provider's own server pages (Proton VPN's list on 3 November 2026, the others on 2 November 2026). 1 of the seven VPNs we review lists a server in Oman: Proton VPN. The others route you through nearby servers in the UAE, Saudi Arabia or Qatar.
| VPN | Server in Oman | Obfuscation | From |
|---|---|---|---|
| NordVPN | No | Obfuscated servers, NordWhisper | $3.49/mo |
| ExpressVPN | No | Automatic, network-wide | $4.99/mo |
| Surfshark | No | Obfuscated servers | about $2.19/mo |
| Proton VPN | Yes (12 servers) | Stealth protocol | $3.49/mo, or free |
| CyberGhost | No | None listed | $2.19/mo |
| Private Internet Access | Not confirmed | Obfuscation setting | $2.03/mo |
| Hotspot Shield | No | Traffic obfuscation (Hydra) | about $2.42/mo |
"Not confirmed": PIA's server list did not load as readable text, so we could not check it. Whether a listed location is a physical server in the country or routed from elsewhere is not stated by every provider. Prices are first-term prices on long plans and change with offers.
Why people use a VPN in Oman
WhatsApp and FaceTime calls that fail on some networks.
The catalogue of services you pay for at home.
Encryption on networks you do not control.
Your provider sees a VPN connection, not each site.
What to look for in a VPN for Oman
Of the seven we review, Proton VPN list a server in Oman.
For networks that slow or block VPN traffic: ExpressVPN obfuscates automatically, NordVPN and Surfshark have obfuscated servers, Proton VPN has Stealth.
A named, dated audit. Hotspot Shield is the one VPN here without one.
It cuts the connection if the VPN drops, so nothing leaks onto the open network.

The best free VPN for Oman
Given the TRA's warning, this is the part not to cut corners on: an unknown free app is what the regulator describes. Proton VPN's free plan is the one we trust.
- An independently audited no-logs policy (Securitum, every year since 2022)
- No ads and no data cap
- The Stealth protocol, for networks that block VPNs
- On paid plans, 12 servers in Oman
- One device
- Servers in 10 countries, chosen for you
- Medium speed
- No streaming services
How to choose a VPN and set it up in Oman
- 1Decide what it is for
Privacy on shared Wi-Fi, streaming, work or calls: each one weighs speed, servers and features differently.
- 2Check servers and audits
Pick a provider with an audited no-logs policy, servers nearby and an independently audited no-logs policy.
- 3Install from the official store
Download the app from the App Store, Google Play or the provider's own website, never from an unknown link, and turn on auto-connect and the kill switch.
- 4Use the money-back window
Try it on your own connection during the 30 or 45 days before you commit to a long plan.
ExpressVPN or NordVPN for Oman?
Neither lists a server in Oman. Both have servers next door. ExpressVPN obfuscates automatically. NordVPN is cheaper on its first term.
