WhatsApp calls in the UAE: why they fail, and how to get them working
You open WhatsApp to call your family. The message goes through, the call does not. If you live in or visit the UAE, you know the scene.
This guide explains what is actually blocked, why, what the TDRA says about calling apps, and how people connect WhatsApp calls with a VPN.
- Fast NordLynx connections for clear voice
- Obfuscated servers and the NordWhisper protocol

WhatsApp messages, voice notes and photos work in the UAE. Voice and video calls generally do not on UAE networks, because the TDRA treats internet calls as a licensed telecom service. A VPN can carry the call through an encrypted tunnel, but the TDRA says using unlicensed calling apps is very likely illegal. Both sides are explained below.
Do WhatsApp calls work in the UAE?
The block sits in the networks, not your phone: du and e& (Etisalat) mobile data and home internet, and hotel, airport and café Wi-Fi. Telecoms are federal, so every emirate is the same.
What works, and what does not
- Text messages
- Voice notes
- Photos, videos and documents
- WhatsApp voice calls
- Video and group calls (they ring and fail, or drop)
- FaceTime, Skype and other unlicensed calling apps
Why are WhatsApp calls blocked in the UAE?
Licensing. In the TDRA's own words: (frequently asked questions)
"VoIP Services are considered Telecommunications Services", which only licensed providers or apps approved by the TDRA may offer.
"Licensees are required to block access to certain unacceptable content including unlicensed" calling services.
Only the calling part is cut, so WhatsApp keeps working for everything else.
What the TDRA says about using unlicensed calling apps
Asked whether a calling app is legal just because it works in the UAE. (TDRA, frequently asked questions)
"It is very likely that it is illegal to use this software/application to make Voice and Video calls over the Internet."
"Any person using VoIP Services which are not provided by a Licensee" "may be committing a criminal offence".

How to make WhatsApp calls in the UAE with a VPN
This is how people connect WhatsApp calls from the UAE. Weigh it against the TDRA position above.
- 1Pick a VPN and install it
Choose a provider with an audited no-logs policy and install its app on your phone or laptop from the official store or website.
- 2Connect to a nearby server
Open the app and connect to a server in a nearby country that does not restrict app calls. A closer server keeps the delay low.
- 3Start the call
With the VPN connected, open WhatsApp and call as usual. The call travels inside the encrypted tunnel.
- 4If the call breaks up
Try another nearby server, or switch to a different protocol in the app settings.
Your call leaves the UAE inside an encrypted tunnel and reaches a server abroad, so the local network sees encrypted traffic, not a WhatsApp call. Some networks also slow down known VPN traffic, which is why obfuscated servers matter here.
WhatsApp calls in Dubai for tourists and visitors
A tourist SIM or eSIM, hotel Wi-Fi and airport Wi-Fi all sit behind du or e&, so calls fail the same way.
Many visitors switch to voice notes for the length of a trip.
The TDRA position applies to anyone on a UAE network. Install and test a VPN before you fly, not on hotel Wi-Fi.
Can a free VPN make WhatsApp calls work in the UAE?
Calls need a stable, fast connection, which is where free plans are weakest. A 2016 CSIRO study found that 18% of 283 free Android VPN apps did not encrypt traffic at all. The free option we trust:
- An independently audited no-logs policy (Securitum, every year since 2022)
- No ads and no data cap
- The Stealth protocol, for networks that block VPNs
- One device
- Servers in 10 countries, chosen for you
- Medium speed
- No streaming services
Licensed alternatives to WhatsApp calls
FaceTime is blocked under the same rules: FaceTime in the UAE.
The TDRA keeps an online list of approved calling apps that work without a VPN. The other person needs the same app.
LawfulOrdinary calls and international packages from du and e&.
LawfulMessages and voice notes keep working, so a recorded message still reaches the other person.
WorksA strong alternative for calls from the UAE
ExpressVPN is the simplest app we review, with automatic obfuscation across its network and servers in the UAE. Here are both side by side.

Tips for a clear WhatsApp call from the UAE
A server in Europe or a nearby country beats one on another continent: shorter routes mean less echo and fewer drops.
On weak hotel or café Wi-Fi, mobile data is often steadier for a voice or video call.
Turn on the app's auto-connect and kill switch so the call never falls back to the open network halfway through.

WhatsApp calls in the UAE: frequently asked questions
Short answers to what readers ask most. Question not here? Write to us.
Usually not on UAE networks. WhatsApp messages, voice notes, photos and files work, but voice and video calls generally fail to connect on du and e& (Etisalat) connections, at home and on public Wi-Fi.
The TDRA treats internet voice and video calls as a regulated telecom service that must come from a licensed provider. WhatsApp is not one, and the TDRA requires internet providers to block unlicensed calling services.
The TDRA's own FAQ says it is "very likely that it is illegal" to use unlicensed software to make voice and video calls over the internet, and that a user "may be committing a criminal offence". The licensed alternative is an app from the TDRA's approved list.
Tourists on UAE networks, including hotel Wi-Fi and local SIMs, meet the same block as residents. The rules are federal, so Dubai, Abu Dhabi and the other emirates are the same.
Technically yes: the call travels inside an encrypted tunnel to a server outside the country, so the network cannot pick it out. Read what the TDRA says about unlicensed calling apps above before you rely on it.
Proton VPN has a free plan with no data cap, no ads and its Stealth protocol, limited to one device, servers in 10 countries and medium speed. Calls need speed, so a paid plan with a money-back guarantee is usually the steadier choice.
In our review NordVPN is the most consistent choice for calls: fast NordLynx connections, obfuscated servers for networks that block VPNs, and a server in Dubai. ExpressVPN is a strong alternative.
